The Elbert County Communications Authority (ECCA) is the E9-1-1 Authority for Elbert County, Colorado.  ECCA provides communications equipment and infrastructure to all emergency agencies in the county, and funds emergency dispatch services.  It also provides significant funding for radios and other communications equipment for those agencies.


ECCA works cooperatively with Douglas County and the state to provide a network of communications towers and equipment that reaches all parts of the county. 


ECCA is governed by a board of directors made up of representatives from all emergency agencies in the county.  The board members are from seven fire departments, two town police departments, the sheriff’s office, a county commissioner and one citizen.  That board meets quarterly. The monthly business of ECCA is performed by an Executive Committee elected from the board.  Meeting dates and times are posted at the county building in Kiowa and Elizabeth Police Department and are available through the links on this page.

If you are new to Elbert County or are an Elbert County resident using cell phones, your Emergency Medical, Law Enforcement, and Fire District have a request! Please check your recent cell phone bill to see if you are being billed at your Elbert County address. If not, please ask your cell phone carrier to change the address to your current Elbert County address.

Our Elbert County First Responders rely on the 911surcharge on cell phones to keep Elbert County emergency communications funded and working. But, if you don’t change your cell phone billing address, that surcharge money goes to some other County. So, please help your local First Responders by updating and changing your cell phone billing address.
